中央层面养老服务政策内容量化评价—基于PMC指数模型的分析

Quantitative Evaluation of the Content of Pension Service Policy at the Central Level—Based on the Analysis of PMC Index Model

    目的/意义养老服务政策是构建养老服务体系、实现老有所养、老有所乐的重要依据。
    设计/方法通过文本挖掘方法处理2013至今国家层面出台的养老服务政策,建立PMC政策评价指标体系对养老服务政策进行量化研究,并在此基础上选取两项差距较大的养老服务政策深入对比分析,揭示政策差异背后原因并提出相应建议。
    结论/发现目前我国养老服务政策更关注现代信息技术、专业医疗卫生技术与养老服务的结合,但存在政策作用方式结构性失调和政策激励有效性难以发挥、政策目标划分不合理等问题。未来养老服务政策制定要合理划分小目标、运用权威工具加大监管力度、推动建立标准化养老服务体系和促进激励方式优化升级。

     

    Abstract: Purpose/Significance The pension service policy is an important basis for constructing an old-age service system and achieving old-age support and old-age enjoyment. Design/MethodologyThe text mining method was used to deal with the national pension service policies issued since 2013, and a PMC policy evaluation index system was established to quantitatively study the pension service policies. On this basis, two old-age service policies with large gaps were selected for in-depth comparative analysis, and the reasons behind the policy differences were revealed and corresponding suggestions were made. Findings/Conclusion The study concludes that the current Chinese pension service policy pays more attention to the combination of modern information technology, professional medical and health technology and pension service, but there are problems such as structural imbalances in the mode of policy function, the difficulty of effective policy incentives, and unreasonable division of policy objectives. The formulation of service policies should reasonably divide small targets, use authoritative tools to increase supervision, promote the establishment of a standardized pension service system and promote the optimization and upgrading of incentive methods.
