和谐劳动关系评价研究

Study on the Evaluation of Harmonious Labor Relations

    目的/意义构建一套能够科学合理地对劳动关系进行测评的量化评价工具,是提升劳动关系管理水平的重要手段。
    设计/方法基于成都高新区的定位特点,通过对劳动关系评价相关研究文献搜集整理与研究,以成都高新区内企业为考察对象,梳理出和谐劳动关系运行的基本逻辑,构建了包含基础性劳动关系评价指标与提升性劳动关系评价指标的评价体系。基础性指标要求企业要合规合法经营,提升性指标则要求企业能够持续稳定发展。
    结论/发现该劳动关系评价指标体系的构建有助于政府履行裁判者的角色,进行劳动监察与仲裁;有利于发现影响企业劳动关系和谐的最主要因素,有针对性地解决劳动关系管理问题。

     

    Abstract: Purpose/Significance Constructing a set of quantitative evaluation tools that can scientifically and reasonably evaluate labor relations is an important means to improve the management of labor relations. Design/Methodology Based on the positioning characteristics of Chengdu Hi-tech Zone, through the collection and research of relevant research documents on labor relationship evaluation, and taking the enterprises in Chengdu Hi-tech Zone as the inspection object, we combed out the basic logic of the harmonious labor relationship operation and constructed a set of labor relationship evaluation system. The system contains basic labor relationship evaluation indicators and promotion labor relationship evaluation indicators. The basic indicators require enterprises to operate in compliance with laws and regulations, and the promotion indicators require enterprises to be able to develop continuously and steadily. Findings/Conclusions The construction of the labor relation evaluation index system helps the government fulfill the role of referee and conduct labor inspection and arbitration. It is helpful to discover the most important factors that affect the harmonious labor relations of enterprises, and solve the labor relationship management problems in a targeted manner.
