Abstract: With the trend of democratization, people rethink the bureaucracy and pay attention to the relationship between the bureaucracy and the democracy. By researching the relationship between the bureaucracy paradox and the democracy paradox and the relationship between the bureaucracy and the democracy, it can be found that the bureaucracy and the democracy can not exist isolatedly in the present country’s political system. And by reviewing the evolution procedures of public administration theory and practice, it can be concluded that modifying and perfecting the bureaucracy by using the democracy factors has become a trend. Therefore, it is possible to developing a bureaucracy towards a democracy, which will better serve the modern country’s public administration practice
