Abstract: The dilemma of idling arable land is faced by the government officials, village officials and villagers in mountainous districts. Through survey and research, we have found many hidden problems, therefore set up a model between the acreage of idling arable land and rural human resources and put forward some suggestions on dealing with the problems, providing consults for the development of mountainous agriculture, the establishing of government policies and the security of food production.
