产业转移区域经济–社会–环境协调发展研究—以皖江城市带承接产业转移示范区为例

Research on the Coordinated Development of Economy, Society and Environment in the Industrial Transfer Region—A Case Study of Wanjiang Urban Belt

    目的/意义中西部地区承接产业转移对于我国加快产业结构调整、转变经济发展方式、推进区域协调发展具有重要意义。
    设计/方法为探究产业转移区域发展的可持续性,构建经济–社会–环境系统协调发展评价指标体系,运用熵值法和耦合协调发展模型,分析2011~2018年皖江城市带承接产业转移示范区经济、社会、环境各子系统发展指数及三系统协调发展度的时空特征,并尝试揭示产业转移区域经济–社会–环境系统协调发展的演进规律。
    结论/发现考察期内,皖江城市带总体的经济、社会、环境各子系统发展指数及三系统协调发展度都呈现上升趋势,三系统协调发展等级由初级协调迈向中级协调;皖江城市带下辖9个城市个体的经济、社会、环境各子系统发展指数及三系统协调发展度也都呈现上升趋势,城际差异呈现缩小趋势,至2018年,合肥、芜湖的经济–社会–环境系统协调发展度达到良好协调水平,滁州、马鞍山、宣城、铜陵、池州的为中级协调水平,六安、安庆的为初级协调水平;产业转移区域经济–社会–环境系统协调发展度等级由勉强协调向良好协调演进过程中,经济子系统发展是重要推动力。

     

    Abstract: Purpose/Significance Undertaking industrial transfer of central and western regions is of great significance for China to accelerate the industrial restructuring, transform economic development pattern and promote regional coordinated development. Design/Methodology To study the sustainability of the industrial transfer region, an evaluation index system for the coordinated development of economy, society and environment is built, and entropy method and coupling coordination model are adopted to analyze the development index of economic, social and environmental subsystems and the space-time characteristics of the coordinated development of the three systems in the industrial transfer demonstration region in cities along the Yangtze River of Anhui between 2011 and 2018. This paper also tries to reveal the evolution law of the coordinated development of economy, society and environment in the industrial transfer region. Findings/Conclusions It is found that the development index of economic, social and environmental subsystems and the coordinated development of the three systems in cities along the Yangtze River of Anhui are on the rise (from primary to intermediate coordination). Furthermore, the development index of economic, social and environmental subsystems and the coordinated development of the three systems are also on the rise for nine cities along the Yangtze River of Anhui, with narrowing gaps across cities. By 2018, the coordinated development of economic, social and environment system in Hefei and Wuhu has achieved sound coordination, Chuzhou, Ma’anshan, Xuancheng, Tongling and Chizhou reached intermediate coordination, Liu’an and Anqing stayed at the level of primary coordination. In the process of evolution from weak coordination to good coordination for the coordinated development of the economic, social and environmental systems, the economic subsystem development is an important driving force.
