重视社会体制改革与社会管理创新的研究 ——社会管理研究的一个方案设计

Put Emphasis on the Research of Social System Reform and Social Management Innovation —A design for social management research

  • 摘要: 加强和创新社会管理是现阶段我国经济社会发展及现代化建设的一个极其重大的实践课题,需要从不同的视角、层面和领域加以系统深入的研究。本文提出了一个关于当前我国社会体制改革与社会管理创新研究的方案设计。作者强调指出,在理论研究上,需要从宏观层面对经济发展、社会转型与体制改革以及经济体制、社会体制与行政体制三个领域之间的互动关系进行因果分析,探索经济发展和社会转型对新时期对政府社会管理提出的挑战和要求,对社会体制改革的动力机制和约束因素作出论证和说明;在改革的路径与策略的选择上,应该以社会体制改革为动力,突出通过体制改革推动社会管理的多层面(包括社会管理的结构、职能、流程和管理方式等)的 创新。

     

    Abstract: Strengthening and innovating social management is of significance for our country’s economic development and modernization construction. This paper proposes a design for our country’s social system reform and social management innovation. The authors highlight that on the theoretic research level, we should analyze the interactive relations among economic development, social transfer and system reform, economic system, social system and administrative system from the macroscopic perspective, probe into challenges and requirements proposed by economic development and social transfer to social management, and verify and illustrate the power mechanism and restriction factors. On the reform approaches and strategies selection level, we should take social system reform as the power and impel social management multi-layered innovation through system reform.
