企业投资项目高效审批制度改革研究——基于绍兴市柯桥区的经验

Research on Efficient Approval System Reform of Enterprise Investment Project——Based on Experience of Keqiao District Shaoxing

  • 摘要: 企业投资项目审批是地方政府干预经济活动的重要手段。绍兴市柯桥区此次企业投资项目高效审批制度改革,通过根据需求下放审批权限,制定政策文件,建立协调机制和责任追究制度,规范中介服务,优化完善审批“五联动”机制与代理机制等方面工作进行系统性改革,创新运用联动审批方式,缩短审批时间,加强中介管理,机制创新具有可推广价值。但在实践过程中,仍然存在过度服务侵扰企业自主性、过度压缩审批时限影响中介机构服务质量以及事中事后监管力度不够等问题。为此,在未来改革中,要进一步重视界定政府权力边界、加强多方参与论证、强化社会性规制、引入绩效评估体系以及完善网上审批等措施。

     

    Abstract: The approval of enterprise investment project is of pivotal role for local government to intervene economic activity. The local government in Keqiao District of Shaoxing carried out a systematic reform, such as delegating approval authority on demand, making related policies, establishing coordination mechanisms and accountability system, standardizing intermediary services, optimizing the "five linkage" mechanism, and proxy mechanism, which innovates the use of the coordinated processing methods, shortens the processing time, strengthens the intermediary management, and makes innovation of the approval system accessible to others. But there are still some difficulties, such as excessive service invading enterprise autonomy, excessive compression of approval time affecting intermediary service quality, and post regulation needing to be further strengthened, which shed lights on further reforms such as the government should define the boundaries of power, pay attention to participatory demonstration, strengthen social regulation, introduce performance evaluation of administrative approval system reform, and improve the online approval.
