农科教统筹主体权力边界划分与权责关系界定研究

Study on the Boundaries of Power and the Definition between Power and Responsibility in Agricultural Science and Education

  • 摘要: 农科教统筹推进的过程就是各种施行主体参与、赋权与退出的博弈过程,是在"市场失灵"和"政府失灵"两个命题中互相补充、互相博弈的动态过程。基于安庆市实例剖析,农科教统筹必须保证政府在目前推进过程中的主导地位,与此同时,要准确界定政府和市场的权力边界和权责关系,合理界定各施行主体的职能与责任,通过培育多元施行主体,系统推进农科教统筹事业的发展。

     

    Abstract: The development of the agricultural science and education is the process of struggling for participation, empowerment, and withdrawal. Furthermore, the complement and the competition take place when the market and the government do no work. According to the case study done in Anqing, it is required that the government should play the leading role in the development of the agricultural science and education. What's more, it is necessary to define the boundaries of power along with the power and responsibility between the market and the government. Besides, a reasonable description of the doer's functions and responsibilities is in need. It is expected that the agricultural science and education can be developed systematically with pluralistic participation.
