Abstract: In recent years, because the satisfaction of the group who have lost their only child is limited, there is an increasing number of petitioning activities from this group. The distance between the appeals of the group who have lost their only child and government's response to their demands reflects that the government has weak ability of responding to the appeals of this group. To understand the appeals of the group and strengthen the government's responding ability is an important measure to meet the interests of the group who have lost their only child and the demands of social harmony and stability.
