Abstract: Chinese legal culture and philosophy was incorporated in the national culture at the beginning of civilization and it is always an important part of the system. Through thousands of years, it has been enriched, developed, and sublated. Finally, it becomes the core of fair and justice national legal culture. From the Judgment with Mythical Creatures by Confucian ancestor Gao Yao to " Give up privileges, both monarch and subjects follow the laws”. of Legalism, Chinese sages established the public order system to maintain social stability theoretically and practically. In the phase of socialism, Chinese legal culture incorporates law thoughts of Marxism that laws origin from relationship of material life and it turns to legal culture with Chinese characteristic after continuation and development from Marxism.
