“Data Element ×” Drives the Accelerated Development of New Quality Productivity: Theoretical Logic, Typical Cases and Policy Recommendations

  • 摘要: 新质生产力具有鲜明的时代特征,是马克思主义生产力理论的新飞跃,为构建以数据为关键要素的数字经济提供了理论支撑。本文采用归纳演绎的研究方法,构建了“要素–创新–动能”的分析框架,从理论上阐述了“数据要素×”驱动新质生产力加快发展的内在逻辑,并进一步结合典型进行了现实论证。数据要素可以发挥乘数效应和创新引擎作用,是数字时代的新质态生产要素,与算力、算法一起形成具有时代特征的数字生产力。数据与其他生产要素协同联动并渗透到生产、分配、流通、消费各环节,促进科技创新和产业深度转型升级,增强经济增长韧性,大幅提升全要素生产率,进而引发了生产力的跃迁,塑造了新动能和新优势。“数据要素×”驱动新质生产力发展的实现路径在于和应用场景相结合,协同优化提升资源配置效能,复用增效突破资源约束,融合创新打造新业态新模式。因此,促进数据供得出、流得动、用得好、保安全,是“数据要素×”驱动新质生产力加快发展的有效策略,未来的政策“先手棋”应在数据要素市场化配置改革方面发力。

     

    Abstract: The new quality productivity has the distinctive characteristics of the times, which is a new leap in the Marxist theory of productivity, and provides theoretical support for the construction of a digital economy with data as the key element. Using the inductive and deductive research method, this paper constructs an analytical framework of “factors-innovation-kinetic energy”. It theoretically elucidates the intrinsic logic by which “data factor ×” drives the accelerated development of new quality productivity, and further substantiates this argument with empirical evidence from typical cases. And the case analysis method is used to prove that “data element ×” drives new quality productivity. Data elements can play the role of multiplier effect and innovation engine, and are a new qualitative production factor in the digital age, which together with computing power and algorithms form a digital productivity with the characteristics of the times. Synergistically linked with other factors of production, data penetrates all aspects of production, distribution, circulation and consumption, promotes scientific and technological innovation and in-depth industrial transformation and upgrading, enhances the resilience of economic growth, and greatly improves total factor productivity, thereby triggering a leap in productivity and shaping new momentum and new advantages. The realization path for the development of new quality productivity driven by “Data element ×” lies in its combination with application scenarios. Collaboratively optimizing to improve the efficiency of resource allocation, reusing and increasing efficiency, breaking through resource constraints, and integrating innovation to create new formats and new models. Promoting the supply, flow, good use and security of data is an effective strategy for the “data element ×” to drive the accelerated development of new quality productivity.
