Abstract: In the context of further implementing the policy of the “Streamlining Administration and Servicing” for the scientific research, the problem of “The Last Kilometer” of reform is common in colleges and universities, especially in local colleges and universities. This will have a profound impact on the effectiveness of the reform. The research on the reform mode of scientific research funds management in universities is helpful to solve the problem of “The Last Kilometer” of the reform. It has practical implications. This article takes D University as an example. Firstly, it introduces the reform framework of scientific research funds management in D University. Secondly, it comprehensively summarizes the key measures of D University’s scientific research funds management reform. At last, it explores the reform mode of scientific research funds management. It is expected to provide useful reference for the reform of scientific research funds management in colleges and universities.
