Abstract: From ChatGPT to Sora, GAI has had an impact on government governance that is difficult to ignore. The coupling logic between GAI and governance modernization is studied from the perspective of the dual transformation of technology and governance. The results show that: first, a coupling framework of “usefulness-ease-risk” is constructed for analysis, taking into account the intelligent computing power of GAI and government behavior and public behavior to analyze the impact of GAI on the government. Second, from the perspective of the two-wheel drive model of “government-public”, the analysis shows that the specific impact includes three dimensions: “administrative organization-government service-data security”. It is manifested in the innovation and adjustment of the governance system, the innovation and efficiency improvement of the governance capacity, and the innovation and balance of the whole process of governance. Thirdly, two practical logics of inclusive adaptation and risk prevention are proposed. This paper provides theoretical and practical inspiration for GAI promoting the modernization process of government governance.
