Abstract:
In the process of government digital transformation, the relationship between technology and platform organization has been overlooked as an important issue. This article proposes a theoretical perspective on the legitimacy symbiosis between technology and platform organization, which is specifically divided into regulatory legitimacy symbiosis, performance legitimacy symbiosis, and value legitimacy symbiosis. Through in-depth interpretation of a cross departmental platform organization, it is found that the symbiotic relationship between technology and platform organization in the dimension of regulatory legitimacy is manifested as a two-way reinforcement of technology and platform organizational rules, a two-way empowerment in the dimension of performance legitimacy, and a two-way integration in the dimension of value legitimacy. In the process of government digital transformation, the foundation for the survival and development of technology and platform organizations is to effectively respond to or solve complex social problems, gradually strengthen their own institutional rules into operational rules accepted by the organization, and construct legitimacy through continuous debugging of hierarchical organizations. This article not only helps to understand the action strategies and logic of platform organizations in the process of digital transformation, but also further promotes the discussion of the relationship between technology and organization.
