    Abstract: The investment strategy in human resources is an important part of the universities’ development strategy. Because of the natural attributes, social environment and university structure, it has some periodic features which shows the possibility of realizing optimization. The merger and cooperation in post-merger period will help investment strategy in human resources of colleges & universities to advance towards rationalization and scientificalness.
