Abstract: The order enforcement exists in the society widely and is one of the forms of work of the power. Its justifiable base should be demonstrated on basis of the theory of valueless act and valueless effect. Moreover, its justifiable conditions should be reconstructed in accordance with it so as to achieve power function and prevent its abuse.
