Abstract: Being carried out in border areas to reach national strategic objectives, People’s Commune and Xinjiang Production and Construction Corps were institutional innovations. They have comparable bases and contents. By comparing the two systems, this paper aims to draw lessons from the disintegration of People’s Commune, and thus provides reference policy to sustainable development of Xinjiang Production and Construction Corps and helps to create a good system environment there
