Abstract: With the development of information technology and the construction of information society, the public administration mode is required to make corresponding adjustments. Constructing transparent governments has become the main reforming trend of countries and international organizations. Although the government information publication legislation and electronic government have increased people’s acquirement approaches of public information, due to the information monopoly, uncertain absorption and preference protection, however there may be distance between the construction methods mentioned above and ideal mode of transparent government. This paper considers that by exceptional situation, standard procedures and guarantee mechanism, the information sharing structure can be perfected, the transparency can be practiced, and the ideal status of transparent government’s information sharing structure can be reached.
