Abstract: From clean government theory and the practice experience of advanced countries or regions,we find the independent agency-building plays an important role in the work of clean government building. Through studying and researching the independent agency-building practice of Sweden, Singapore and Hong Kong, we can sum up important experience and enlightenment for Chinese independent agency-building. These important experience and enlightenment include: establishing a inclepenclen agencies syten of distinction of control and combination of full-time and part-time，responsibility and co-ordination; guaranteeing the authority and independence on the status of the major independent agency; regulating independent agencies to take up the responsibilities in all aspects of the independent work system,such as education, prevention, investigation, punishment and so on; guaranteeing independent agencies have sufficient resources and adequate powers to carry out its tasks; and setting up higher employment standard and strict job requirements against the staff of the independent agencies
