Abstract: Social stability relies on a stable chassis, which means the society stable. The bottom (grass-roots) of this unique group is the chassis of the bottom, but it has its inherent flaws affecting its own development. Therefore, the grass-roots should be regarded as the center of a social construction to ensure stable and healthy development of the chassis. The role of ideological and political education is entering the bottom of the grass roots to study risk identification, analyze its properties, grasp the objective difficulties, and face the reality of the society to carry out concept of recycling. Ideological and political education should mainly improve the ideological and political quality of the grass-roots, thus promoting the quality of the entire nation
