Abstract: The diversification of social interests and values is either a challenge or an opportunity of modern public governance. The public managers have to search for a point of balance between democracy and effectiveness in the complicating public sphere. While the traditional approaches of policy-making cannot full fill the comprehensive requirements of governance. Thus, we need to rethink the perspective of public administration in order to provide more advisable guidance on how to incorporate and conciliate the diversifying public life. This paper tries to consider and analyze modern governance from the perspective of how policy consensuses are achieved. This is an important question of modern democracy as well as how to achieve a society in harmony in China nowadays.
