Abstract: West Wei Dynasty has chronically pursued the policy of Guan Zhong Ben Wei under the military and political pressure. This policy views Guan Zhong areas as the core of political ruling. Moreover, it combined Wu Chuan Group with Local Force, directed these two political groups to make Guan Zhong their homeland, and protected it together.
