Abstract: Rural non-governmental organizations are one of the subjects in emergency management in rural areas. In the practice, there are some contradictions, such as their high willingness but initiation, and various types but unobvious effects. The influencing factors include three aspects: the plight of the survival and development, the weak infrastructure in rural emergency, and the lack of rural emergency response mechanisms for cooperation . To establish the dominant position and play the role of non-governmental organizations in rural emergency management, the most important rule is to build three-dimensionally interactive emergency management network, which is made up by rural non-governmental organizations and urban non-governmental organization, for the sake of perfecting each kind of mechanism and optimizing the flow path of the emergency participation
