Organizational Obstacles in Risk Management

  • 摘要: 风险管理中存在各种影响管理实际效果的组织化障碍,主要表现为组织内部对安全隐患的忽视、监管制度的缺位以及某些生产经营性组织与政府组织之间为推卸责任而进行的“共谋”。导致风险管理产生组织化障碍的原因也是多样的,其中组织内部风险管理能力的欠缺、组织安全管理方面的惰性、组织外部监管效力难以完全发挥作用是比较关键的因素,而“急功近利”式的不科学的发展观则是其根本弊端所在。认清这些存在于风险管理中的组织化障碍,有利于整个社会风险管理水平的实质性提高,以更好地实现灾害预警和风险管理的预期目标

     

    Abstract: There are many organizational obstacles in risk management, which affect the management results, including neglecting the potential security risks inside the organization, the absence of the regulatory regime, and the “conspiracy” phenomenon caused by responsibility shift between business organizations and governmental organizations. Various reasons can explain the obstacles. Reconizing these obstacles existing in the risk management will benefit the improvement of the risk management standard, so as to better realize the desired objective of disaster warning and risk management.
