Abstract: Citizens participation in environment regulation is a necessary approach to expressing their benefits in environment. Especially, in the process of solving problems existing in the traditional environment regulation, citizens participation is of democratic importance for constructing a responsible, open, and transparent government.. While in practice, due to the limit of system and difficulty in citizens participation, this approach is hampered to a large extent. Therefore, perfecting the encouragement design of citizens participation and constructing a comparatively true participation approach become a maneuverable choice of citizens participation.
