Abstract: Xiamen is in a critical period of transforming from "special economic zone" to " synthetically reform testing district" which has both advantages and disadvantages, facing not only opportunities but also challenges now .Based on the SWOT analysis of Xiamen, this paper puts forward an advantages- oriented strategy. In order to build Haixi into a highland with gathering of competitive resource and promote Xiamen into great-leap-forward development , we need to construct a system which has easy access to the competitive resource.
