Abstract: Since there are frequent emergencies happening in Hebei Province, public security and government’s emergency response ability have been paid much attention. This paper first analyzes Hebei Province’s emergency management system from aspects of organization, beforehand actions, basis, supervision, etc. Comparing with oversea emergency management, this paper also analyzes the problems existing in Hebei Province’s emergency management system and proposes corresponding solutions and the development direction.
