Abstract:
In the context of global climate change governance, EU sets the goal of mitigating climate change, and improving energy security at the same time. EU also stresses the importance of synergies between energy security and climate change mitigation. This article examines the practicability of EU’s goal by analyzing the obstacles of synergies between energy security and climate change, for example, the nature of the two policy area, the limitation of EU’s legislation and institution basis, the lack of public support, and uncertainties of scientific research. This article comes to conclusion that EU’s ambitious goal lacks institution basis, which makes it rather a strategic stance than a practical movement. In the end, this article discusses what would China learn from EU’s climate change and energy policy-making process.
