Abstract: Since 1999，the average resource per student in hiigh educational institutions has been in short supply． Comparing with the improvement of material conditions，the development of school faculty has lag behind the demand． Based on human l'eaource theory，this article analyses the actual state of sehool faculty in high educational institutions in China。and suggests a series of viewpoint on reserve and development of young teachers’human resources．
