Abstract: This paper compares the labor disposal efficiency among three industries by calculating the contribution rate of labor to economic development in three industries and the static and dynamic labor employment elasticity The analysis shows that labor efficiency in the secondary industry is significantly higher than in the tertiary industry The paper then proposes that secondary industry is still the strategic development point for Zhejiang Province and can serves as the driving force for the development of the tertiary industry
