Abstract: The exploration of CPC to the governance capacity originated in New-democratic revolutionary period. Although CPC had not gained legal position of governance in New-democratic revolutionary period, the party already established the regime and did a series of exploration and practice on the economical development, cultural construction, democracy and legal system, party construction, corruption punishment, better troops and simpler administration, people’s livelihood improvement, guidance of people’s administration to social affairs, etc. All this achieved fruitful results and got profound lesson, which laid the basis for CPC’s full governance after new China was founded
