Abstract: The focus of this paper iS on the risk management of small and medium—sized eommercial banks．The character and source of risk is under analysis．On tlle basis of the above analysis．the comprehensive suggestions are provided to the risk management of small medium—sized commercial banks，and the integrated risk management framework of small medium—sized commercial banks iS established，and the measurement method of operational risk of commercial banks is also under researched．
