Abstract: In order to promote the construction of coal mine emergency rescue system, the evaluation index system is established from these aspects: the organization and management, system development, support systems and human resources. The attribute values of indexes are evaluated by employing fuzzy decision-making parameter method. It is divided into two stages: first the authority identifies the value, next the ordinary experts do assessment from the appropriate fuzzy sets.
