Abstract: With the emergence of welfare states, civil right theory is widely used in public administration. Publicity, service and participatory democracy stressed by modern public administration have greatly promoted civil right. It is very important to established the social security system for land-losing peasants, this action not only improves the social security system, but also points out the relationships between public administration and civil rights in our country. The reform is believed to help to equalize public services, to correctly define government role and to a construct sustainable civil right system for land-losing peasants
