Abstract: The early warning system plays an important role in the risk control. Doing research on the operating mechanism of the early warning system is helpful for the government to monitor and prevent the possible risk. This paper summarizes the inner segments of the early warning system and discusses the collaboration of the system based on qualitative simulation. The restrains and rule of the segments are set and the interactions are proved by the algorithm which obviously shows guiding significance in the government’s risk control.
