Abstract: Japan is one of the leading countries in the world in developing the disaster management communication system and its experience is very important for China to use for reference. The prefectural disaster prevention radio communication network is an important component of the disaster management communication system, which has a more mature building model and application experience. This paper introduces the framework of disaster management communication system and the prefectural disaster prevention radio network architecture, chooses Kanagawa, Nagano and Mie Prefecture as typical cases to analysis the situation of disaster prevention radio communication network of these three counties, and puts forward five proposals in building China s disaster management communication system by learning from the experience of Japan and combining to China s reality
