Abstract:
Emergency response usually contains the preparation made before the accident and the measure taken after the accident. Its implementation is based on the emergency resources, of which the demand analysis directly affects emergency rescue efficiency. This paper constructs a framework of the emergency response based on some researches of contingency plans and typical cases. The framework mentioned in this paper divides emergency disposal process into three stages, including emergency start, emergency rescue, and emergency rehabilitation. And this paper also makes a detailed analysis, which can help match precisely the material demand to the disposal process needs according to the different material supply characteristics of the different phase of the disposal process, for each specific stage. As a result, not only the rescue efficiency can be improved, but also the value of the rescue supplies can be maximized.
