Abstract: The Benevolent Rule of Confucius is a complete system that is based on his political philosophy, political ethics and philosophy of history. It includes governing with virtues, governing on the basis of virtues, governing for virtues, and so on. Governing with virtues is a provision of legal ruling, governing on the basis of virtues is a choice of statecraft, and governing for virtues is an idea of a peace and prosperity target. The Benevolent Rule of Confucius is not only a political opinion, but also a social ideal, as well as a unity of governing the country and historic concern. There is a kind of free spirit in the Benevolent Rule of Confucius.
