Abstract: The construction of teacher morality has special and important effect on transformational development of local university. In the historic jump of popularization of higher education, local universities play the roles of main force on high education scale expansion. The quality of students and the population and structure of teaching staff have been greatly changed, the characteristic of applied teaching and scientific research have been more con-spicuous, and inadequate resources of teaching has remarkable influences on talent training. All those factors have influenced the construction of teacher morality of local university deeply.
