Research on the Reform of Administrative Approval Hierarchies Integration——Based on Experience of Jiaxing

The reform of the administrative approval hierarchies integration is the practice of administrative approval system reform of local government based on the service-oriented government. To build a service-oriented government, administrative approval hierarchies integration reforms established the new administrative approval system of consistent integration of city and county with joint flat, coordinated supervision, the same rights and responsibilities of levels through a comprehensive decentralization of administrative approval authority, and compression approval hierarchies. The reform has improved approval efficiency. The administrative environment and investment environment has been improved and optimized. At the same time, there are still some problems including that the division of powers is not in place, the integration of approval system is not comprehensive, the ability of subordinate departments is inadequate, and there is a monopoly among part of approval agency service and other actual or potential problems and challenges. To deepen the reform, the reform of administrative approval hierarchies integration is required to strengthen the top-level design to reinforce the foundation of the legitimacy of reform, improve the approval chain to make the reform more systematic, holistic and synergistic, and improve the ability of lower levels of government. The reform should also achieve a fully competitive market and improve the agency reform measures to promote the integration platform construction.
