Study of Vulnerability in Regional Integration Emergency Coordination and Its Scenario Planning

The emergency management from a single main body to the multi-agent collaborative emergency has become the basic trend. Following the urban Agglomeration of Yangtze River Delta and Pearl River Delta, the regional integration emergency problems of the Beijing-Tianjin-Hebei region appears more prominent. In the paper, the vulnerability in the regional integration emergency management and its influencing factors were analyzed. Then, based on security of emergency resources, the regional emergency coordination types were discussed. Finally, the emergency scenario planning of regional integration framework was proposed. Results show that the regional integration of emergency ability are dependent on the region, parallel cities to the main body, security of resources and the strategy to emergency coordination situation.
