Research on the “Cloud” Governance Mode of Urban Public Environment

Nowadays, Multi-central Governance Mode is the leading pattern for urban public environmental governance. This paper is on the basis of sorting out the major issues of this mode, drawing lessons from the self-organizing integrity of “Cloud” together with the collaborative, and sharing theories of management. In addition, this paper also proposes the “Cloud” governance mode of urban public environment, probes into the theoretical foundation, main idea, elements relationship and implementation path, and expounds the strength of systematicness, cooperativity, perspectiveness, and wisdom. There are two purposes: the first one is to make the governance elements form a self-organizing condition with the organic polymer feature, and the second one is to achieve the rapid conclusion of governance intention, the dissipative order of governance process, the sustainability of governance behavior, and the high reliability of governance effect.
