Abstract
To provide constructive suggestions for developing and improving compensation of basic public health, a incentive comprehensive intensity model is built by expectations theory and reinforcement. It is shown that different compensation ways have different implementation effects, and fiscal policy, incentive factors, and incentive compatibility has an impact on incentive comprehensive intensity. Based on the results, this paper proposes to increase the financial input and supervision of public health services, determine funding level and compensation standard scientifically, and make incentive factors play a role in promoting.
