Research on the Dilemma of Citizen Participation in City Community Governance

City community governance is the basis of an effective social management, and citizen participation is the foundation of socialist democracy construction. For a long time, China's urban community governance is in contradiction, which is mainly manifested in the serious development of urban community level and the degree of citizen participation. Basically, the non-equality of the participation of the main body, the conflict of values and interests, the lack of organizational endogenous motivation, and other factors directly affect the level of citizen participation. Therefore, we must clearly understand the lack of institutional, organizational, and cooperative governance and promote the reform and innovation of urban community governance through improving the laws and regulations, repositioning the roles of governance subjects, strengthening the internal power, and guiding citizens to participate.
