Study on the Dilemma and Outlet of the Community Care Service for Disabled Elderly in Xi’an

The group of the disabled elderly community is becoming increasingly large. Through the investigation of the present situation of the existing community service for the eldly in Xi’an, it is found that the community care service provided to the disabled elderly is limited. The community care service system is confronted with four major development difficulties, including lack of system security, single source of funds, shortage of human resources, and contradiction between supplies and demands. This paper proposes to perfect the construction of community care for disabled elderly from several aspects, such as promoting the system design, broadening the financing channels, strengthening the professional training, assessing the care need reasonably, and changing the concepts of the disabed elderly.care services building.
