Abstract
By using the intergovernmental science and technology agreements data of Chengdu Plain Economic Zone, we study the macrostructure and microscopic features about cooperative innovation networks of official production and research. The empirical results show: (1) Cooperative innovation is of positive externality, thus more cooperative innovation protocols can bring more innovation achievements. (2) Because of high uncertainty of cooperation in science and technology, there are important ways to promote innovation-driven in underdeveloped areas: strengthening government's broker role; constructing exchange platform among enterprises, universities and research institutes; stimulating the enthusiasm of enterprise. (3) Betweenness centrality has a positive effect on science and technology agreements, indicating that betweenness point can take use of the center advantage. (4) Both the negative effect of structural holes and no effect of closeness centrality demonstrate the weak position of enterprises. Structural holes members have information resources for their own services. It fails to form a interests community. So potential basis for cooperation network has not yet been well developed.
