Analysis on the System of Rural Land Transfer Based on Our Reconsideration about the Land Bank System

It is important for the modernization of agriculture to improve the agriculture field transfer. We found some questions in the rural land transfer based on the material of 187 families which came from our field investigation:first, supervision dislocation exists in the rural land transfer; second, the rural vocational education lagged behind the rural land transfer market; third, as the vulnerable group, farmers lack their interest agent; forth, a low-cost mechanism is lacked for the farmers; fifth, trans-regional transfer of rural land has not formed. Under the principles of benefiting farmers, low-cost, normalization, exit-option, and opening-up, we co-opted the financing mechanism of "assembling the parts into a whole" in the banks, and put forward a new rural system of land transfer based on the "land bank" of Chinese characteristics.
