Decision-Making Mechanism Innovation of Public-Policy and the Standard of Policy Window Open in China in the Internet Age: Analysis Based on the Multiple Streams Model

This paper applies the network element to the innovation of public policy decision-making mechanism and analysis of the value standard of window open innovatively by reconstructing and optimizing the Multiple Streams Model. In the Internet age, the growth of the free expression of citizens builds a multi-center discourse authority system, boosts the awakening of civil rights awareness, and promotes the development of democratic political ecology, so that the public policy decision-making mechanism changes from the government initiative and the public passive model to the public initiative and the government follow-up stage, and finally it evolves into a public initiative, government initiative, and highly interactive decision-making model. In the process of Internet information connection, through the public policy value of socialism with Chinese characteristics and the value propositions precipitated by Internet Multiple Streams Model to filter issues, the convergence of problem stream, policy stream, and political stream can be prompted, and the policy window will be open. Chinese government should use effective tools to further strengthen the innovation ability of decision-making mechanism system and construction of value system, so as to provide new tools and perspectives for government governance modernization in China.
