Abstract
During Anti-Japanese War, local judicial reform was a actual initiative. The construction of an independent judicial organization was a necessary and sufficient condition of the independence of the judiciary. During the war, under the biggest financial pressure, the highest judicial authorities developed systems in the judicial organization construction and legal provision. This was a substantive progress in judicial independence. Even so, there were many difficulties in local actual operation. The thesis researches the system’s cause and result, studies the difficulties in actual operation, and sums up local judicial reform’s effects.
