Several Relationships to be Dealt with During Innovating the Modes of Governing the Society

To carry out new concept and new idea of governing the society in the reform practice, several relationships need to be dealt with properly, such as the relationship between party and government leading and social paticipation, relationship between institutional extending and cultivating out of institution, relationship between government regulation and social self-government, relationship between stiffness control and flexible guidance, and relationship between top-level design and primary-level innovation.
